Forth Expands Our Work With Utilities

Forth has worked with many electric utilities over the past few years to help them develop strategies and implement programs to advance transportation electrification. For example, we helped PGE and Pacific Power develop transportation electrification plans that were recently approved by Oregon’s Public Utility Commission. Oregon utility investment in transportation electrification received a further boost recently through Oregon’s Clean Fuels Program. Under this program, drivers will generate Clean Fuels credits when they charge at home. Utilities that “opt-in” will collect these credits on behalf of drivers, potentially generating millions of dollars annually. We look forward to helping Oregon utilities invest these funds to advance transportation electrification. For utilities that do not opt-in, the Oregon Department of Environmental Quality recently selected the Forth Mobility Fund as the “backstop aggregator,” meaning that we will collect these credits and invest the proceeds to advance transportation electrification.

EV Charging Infrastructure RFI

The Oregon Department of Administrative Services (DAS) has issued a Request for Information as the department begins to plan for increased numbers of electric vehicles in state fleets. Executive Order 17-21, which was signed into law in November 2017, directs DAS and the Oregon Department of Energy (ODOE) to install charging stations at state facilities for state fleets, public charging, and state employee charging. Installing more charging stations at state facilities will support the order's goal of having 50,000 electric vehicles on the road by 2020. Currently, there are approximately 16,000 EVs registered in Oregon.

The RFI will close on September 4, 2018. For more information, contact Kelly Blanchard.

Update: Washington's Alternative Fuel Vehicle Tax Exemption

The Washington state exemption of the motor vehicle sales and use tax on the purchase of select alternative fuel vehicles will be expiring at the end of May. The tax exemption applied to vehicles with a base model MSRP of $42,500 or less, and the number of vehicles that qualify for the exemption is capped at 7,500. As of April 2018, the cap has been reached. However, buyers may still be eligible for the tax exemption if they purchase an electric or plug-in hybrid vehicle by May 31, 2018.  For more information, view the current list of qualifying vehicles and tax exemption criteria.

Forth and our partners worked extensively during the 2018 WA short session to pass HB 2653, which would have extended the tax exemption to June 30, 2021. Forth is convening a coalition of organizations to work on legislation to re-establish the sales and use tax exemption for the 2019 legislative session.
