Editorial

Welcome to Volume IV of Money & Mission!  This two-page e-zine is issued 18 times per year (twice per month, from October to June).  Its purpose is to provide succinct information on key issues related to financial management in The Salvation Army. 

We call it Money & Mission because we want to remind ourselves (and you!) that mission and money are very much connected.  How we manage financial resources is every bit as important to the success of the mission as any other task we undertake.  Our goal is to help you in your management of the money entrusted to you so that you can be more successful in the achievement of the mission in your sphere of endeavor.  So, tell us what you think, what you like and what you dislike.  We’ll be waiting to hear from you!

Is cash in your ministry unit being protected properly?  The policies and procedures around the management and handling of cash are so foundational that, in many instances, we simply assume that we are managing cash appropriately without even stopping to think that our practices may not be meeting the mark.   Read more.....

Policy Perspective

SIGNING AUTHORITY
Earlier this year, the Chief Secretary issued a series of revisions to key operating policies relating to signing authority for expenditures, which now require every person in the organization to submit his/her expenses to a supervisor or other high authority for approval.  This relates not only to expenses incurred by the officer or employee, but also for expenses incurred for their benefit, either personal or professional.
 
Such a requirement has been in place for most personnel at divisional and territorial headquarters for many years.  Now, however, these requirements have been introduced for everyone in the territory, except for the territorial commander, whose expenses are reviewed and approved by the chief secretary in accordance with his mandate from International Headquarters.

The Association of Certified Fraud Examiners Report to the Nations found a typical organization loses some five percent of its revenue to fraud each year.

In The News

WONG RETIRES AFTER 13 YEARS --- Maisie Wong, formerly Assistant Financial Secretary, retired effective August 30, 2013.  Wong joined the finance department in late 1999 as chief accountant.  Later she became THQ controller and most recently she served as assistant financial secretary, with oversight of compensation and benefits, payroll, and taxation, among other portfolios.  Effective October 1, 2013, she will consult with the finance department on a part-time ad hoc basis.  Maisie has been well-known throughout the territory and respected by many.  We wish her well in her retirement.

CONNECTING THE DOTS: EMPHASIS ON ACCOUNTABILITY
       
         
 

During the past couple of years, we have seen the development of new accountability measures in the Territory.  Some of these have been received better than others.  A recent communication from a corps officer accused THQ of trying to exercise a level of control that he characterized as ‘cultish’.
 
In a perfect world we would do a better job of communicating about the rationale for the policies and procedures we implement, but in the world we actually inhabit we would have to admit that despite our best intentions, it is often difficult to do enough explaining to help people get it no matter how hard we try.
