For decades, lawmakers have used the negative health consequences associated with tobacco use as a justification to raise tobacco taxes. In fact, over just the last thirteen years, federal and state governments have raised tobacco excise taxes more than 120 times. The argument has always been that smoking is bad for you, so the government should discourage it by raising costs.

A Senate committee Thursday narrowly approved a bill regulating manufacturers of e-liquids, which are used in vaping pens and e-cigarettes. The production of e-liquids, also known as vaping liquids or e-juices, is essentially unregulated in Indiana. Association of Indiana Prosecuting Attorneys President Aaron Negangard says he’s concerned about the practice of including illegal drugs such as marijuana and bath salts in e-liquids.

Two senators are proposing legislation to tighten the regulation around the sale and marketing of e-cigarettes in Ireland. Fianna Fáil Senator Averil Power and Senator and Professor John Crown are launching a bill this morning, which would see e-cigarettes treated the same as tobacco-based products. E-cigarettes have become increasingly popular in recent years, marketed as a cheap and less harmful alternative to regular cigarettes.

Reynolds American Inc. on Wednesday won shareholder approval for its $25 billion acquisition of Lorillard Inc. Shareholders of Reynolds, Lorillard and Imperial Tobacco Group TLC voted in favor of the deal, which still needs regulatory approval. Researchers have discovered yet another reason why it is so difficult to quit smoking: just 12 hours after a person’s last cigarette, the oxygen uptake and blood flow in the quitter’s brain decreases significantly compared to those who have never smoked. Because of this, the researchers suggest that a gradual cutting back on smoking may be the best choice to avoid the severe effects of withdrawal.

Responding to riders complaints, BART plans to join the ranks of public transit agencies snuffing out e-cigarette use on its trains and at stations. The Bay Area Rapid Transit board has scheduled a Feb. 12 final vote on the ban, after giving unanimous initial approval last week. The American Lung Association called for the measure, saying it is important to protect the health of riders from secondhand vapors and particle pollution from electronic cigarettes.
