Question: What are the submission requirements for the Utility Allowance?

Tim Shearer’s Answer:

Utility Allowances are required to be adjusted every year at the time of annual and special adjustments of contract rents.

The 4350.1 states that “Each owner must submit a summary supporting the proposed change to the utility allowance”. That summary should:
  • Identify the types of utilities covered by the utility allowance (gas for heating, etc.).
  • State whether any utility rate increases or decreases were implemented during the past 12 months or are expected to be implemented during the next 12 months and the amount for those increases or decreases.
