Health Benefits Plans and Open Enrollment

EGEA has a new Director of Finance and Health Benefits, JD Watson. He has been an educator in the EGUSD for 19 years, teaching at both Sims and Feickert Elementary Schools. In addition, JD has a long history of leadership in EGEA, first as a Site Rep, then as a member of the Bargaining Team. As part of his new role, JD gets asked quite a few questions about health benefits. As we are currently in an Open Enrollment window, it may be helpful to hear some of the answers to the questions that are asked the most. Below are a few of these FAQs.

Q: Why do we now have three carriers instead of two?
A: The goal with health benefits is always to provide as many options as possible. Introducing Sutter Health Plus to our selection does a couple of really good things. First, it allows many employees to return to Sutter doctors that they may have had prior to our last change in carrier options. It also allows employees to have access to another strong HMO plan. Finally, it provides an opportunity for providers to compete for our business and helps keep premiums in check.

Q:  If Sutter is the low cost carrier this year, won’t Kaiser or Western Health Advantage just lower their prices next year to be the lowest cost provider?
A: Sutter’s current premium prices are good for two years, which set a lower health benefits cost benchmark for the 2017 benefit year. Both Kaiser and Western Health Advantage could propose lower premium rates for 2018, or they could increase. There is no way of predicting future carrier costs at this time.

Q: What else should I do during the open enrollment window?

  • Apply for a Cash Waiver for Medical Benefits: Employees who plan to waive the medical portion of their benefits need to do so annually during the open enrollment window. This can now be done online, in the Payroll office, or at an open enrollment event.
  • Open a Flexible Spending (125) Account: Employees can open a Flex Spending Account as a tax-advantaged way to pay for health care or work related child care expenses. This must be done annually during the open enrollment window. This also can be done online, in the Payroll office, or at an open enrollment event.

Q: I’m wondering about when I have to do my wellness rebate. Is there a source for that information?
