Cities – a (not so) new arena for competitiveness upgrading

Over the last couple of weeks I have been thinking increasingly about the role cities play in the wider context of economic development and competitiveness upgrading. At last, you might say – the importance of cities and their specific characteristics have been on the policy agenda for quite some time. The OECD has been writing about cities and metropolitan regions for years, Brookings “Metropolitan” program is getting a lot of traction not only in the US, the World Bank has a new ‘Competitive Cities’ initiative, and mayors and alliances of cities have started to engage more on many global issues. But while it is true that this discussion is not new, there is a sense that it has moved beyond the traditional circle of specialists. Moving towards self-sustaining clusters in Russia

Russia’s strategy of innovative development until 2020 includes a program for supporting pilot innovative regional clusters, which aims is to make these clusters self-sustained.
