About the HPHC Tool: USAID’s new Vision for Health System Strengthening 2030 calls for a whole-of-society collaborative effort between public health services, communities, and health care institutions to ensure health systems perform in ways that promote the achievement of universal health coverage (UHC). To measure progress toward becoming a high performing health system, USAID and partners including the Country Health Information Systems and Data Use (CHISU) program have developed a web-based application called the High Performing Health Care (HPHC) systems tool. This innovative tool recognizes and captures the multidimensionality of UHC by organizing the characteristics of high performing health care systems into four pillars to measure strengths and weaknesses in a health system’s ability to deliver care that is accountable, affordable, accessible, and reliable.

The Country Health Information Systems and Data Use (CHISU) project will serve as one of the USAID Bureau for Global Health, Office of Health Systems’ flagship data and information system projects. The project will strengthen host country capacity and leadership to manage and use high quality health information systems to improve evidence-based decision-making. John Snow, Inc. (JSI) leads the project, with partners RTI International (RTI), Vital Strategiesmacro-eyesJembi Health Systems, and Global Evaluation and Monitoring Network for Health (GEMNet-Health).
