Notes and Announcements
  • Registration is now open for the 2016 International Astronautical Congress (IAC). Register at Please Note: IISL Members receive an reduced fee when registering for the IAC.   
  • The 2016 IISL Elections - Call for Candidates deadline is May 15. Please see below.
  • The 59th COPUOS begins on June 8. IISL Members wishing to be included on the list of Observers on the IISL Delegation must notify the IISL Secretariat by May 24.

On April 4, the IISL and the European Centre for Space Law (ECSL) jointly held a one-day symposium on the margins of the 55th UN COPUOS Legal Subcommittee at the United Nations at Vienna, Austria, focused on the the 1975 Registration Convention. The symposium, entitled "40 Years of Entry into Force of the Registration Convention - Today's Practical Issues," was co-chaired by IISL President Tanja Masson-Zwaan and ECSL Board Chairman Sergio Marchisio. Presentations were given from IISL Members Alexander Soucek, Elina Morozova, and IISL Board Members Olavo Bittencourt Neto and Stephan Hobe.

Nicolas Mateesco Matte (1913-2016)

The International Institute of Space Law is sad to announce the death of Nicolas Mateesco Matte, OC, QC, FRSC on 13 April at the age of 102 years. Throughout his distinguished academic career, Nicolas Mateesco Matte continually helped to advance the cause of international air and space law.

Prof. Matte was deeply involved with IISL for many decades, as a board member since the 80s and as Vice President from 1994 until 2003, when he became Honorary Director. He contributed numerous papers to the annual Colloquia, published in the IISL Proceedings.

Hervé Moulin (1946-2016)

The IISL also sadly notes the passing of IISL Member Herve Moulin, who served as Vice Chair of the IAF/IAA/IISL Advisory Committee on History Activities (ACHA), and was the husband of IAF Executive Secretary Annie Moulin.

Call for Candidates

 Dear IISL Member:
We wanted to send a quick reminder that the IISL Election Committee invites you to take part in the 2016 IISL Board elections. All IISL Members are entitled to put themselves forward for the following elected positions on the Board:  President (one position) and Directors (four positions). The names of the IISL Board members whose term of office expires this year are available at
A candidate is to be nominated by an IISL Member in good standing and supported by five IISL Members in good standing, and must confirm that he/she agrees to be nominated. For further details please refer to the full terms of the IISL Statutes and By-Laws, available at
The candidates for the IISL Board positions are to send their Nomination Forms (available on the IISL website at, providing all the requested information, along with a Curriculum Vitae of one page at most (in MS Word format) to the Election Committee at at the latest on May 15, with the subject line “IISL Board Elections”
In accordance with the IISL Statutes and By-Laws the Election Committee is authorized to draw up the list of qualifying candidates, supervise the election process, and count the votes.
Voting shall take place between June 15 and July 15
During the 2016 Board elections votes shall be cast by IISL Members in good standing electronically via website.
We kindly remind you that nominations received after May 15 cannot be considered.

GLIS 2016
Global Conference on Space and the Information Society
"Connecting the world via space: policies, technologies, and applications"
The International Telecommunication Union (ITU) and the IISL's sister organization the International Astronautical Federation (IAF) will convene the Global Conference on Space and the Information Society in Geneva, Switzerland on June 6-7, 2016 at the ITU Headquarters.

GLIS 2016 will examine and discuss the different means by which space allows people to connect worldwide. GLIS 2016 will analyse in details the impact that space policies, space technologies and space applications have on the daily life of people, organisations and governments communicating and exchanging information around the world.

International Astronautical Congress
"Making Space Accessible to All Countries"

Registration is now open for the 67th International Astronautical Congress (IAC), to be held for the very first time in Guadalajara, Mexico from 26 - 30 September 2016.
The IAC 2016, which theme is “Making Space Accessible to All Countries,” is co-organised by the International Astronautical Federation (IAF), the International Institute of Space Law (IISL), and the International Academy of Astronautics (IAA), and will be hosted by the Mexican Space Agency (AEM).

  • Board Member P.J. Blount has completed his doctoral defense at Rutgers University. His Ph.D. in Global Affairs concluded with a doctoral thesis entitled "Reprogramming the World: Cyberspace and the Geography of Global Order." Congratulations PJ!

A Message from the IISL President
Dear Members,
I take this opportunity to let you know that I have decided not to seek re-election as President of the IISL, and will leave office after the next General Assembly in Guadalajara. After having served 9 years as President and 25 years on the Board of Directors, I feel it is time for a new leadership to take the Institute further.
The IISL has grown into a globally respected institution, and I am very proud of the positive changes I have helped the institute achieve over the past years. 
I have thoroughly enjoyed the efficient and friendly cooperation with many wonderful space lawyers willing to commit their valuable time and expertise to our great institute. They all helped in building its reputation as an association of recognized experts, while at the same time providing ample opportunities for young people to become involved in our field, a field which is becoming more fascinating and relevant by the day. 
The IISL will always be a part of me, and I hope to stay in touch with you all!
