2016 IISL Run-Off Election Results
 
Our recent elections campaign resulted in a tie between two candidates for a position on the Board of Directors. Consequently, a run-off election to resolve this tie was held. The run-off election was concluded on September 15, 2016.
 
The winner of the Run-Off election was Elina MOROZOVA.
 
Consequently, the final list of recently-elected Board Members for the period of 2016-2018 is:

Lifetime Achievement Award
Joanne Gabrynowicz (University of Mississippi)

In recognition of her dedication and academic leadership in the field of space law through her decades of distinguished services to the international space law community and the International Institute of Space Law, to which she has made invaluable contributions as a Director and as the Chair of its Publications Committee; her services as Professor and Director of the National Center for Remote Sensing, Air, and Space Law of the University of Mississippi School of Law and as Editor in Chief of the Journal of Space Law, her longstanding role in the organisation of the Eilene M. Galloway Symposium on Critical Issues in Space Law, and her significant contributions in national and international bodies including the United Nations Committee on Peaceful Uses of Outer Space for the development of international law in the field of outer space and its applications.
 

Lifetime Achievement Award
Milton ‘Skip’ Smith (Sherman & Howard, Colorado Springs)

In recognition of his many decades of outstanding services to the international space law community and the International Institute of Space Law, to which he has made invaluable contributions as a Director, his long dedicated services, and exemplary initiatives for the establishment and accomplishment of a glorious record of the Manfred Lachs Space Law Moot Court Competition over the past twenty-five years, his unflinching commitment and his notable roles for the further development of international law and international cooperation in the field of exploration and peaceful uses of Outer Space.
 

Distinguished Service Award
Irmgard Marboe (University of Vienna, Austria)

In recognition of her outstanding and dedicated services to the development of international space law and to the international legal community, her rare scholarship, her significant contributions in her role as the chairperson of the Working Group on National Legislation Relevant to the Peaceful Exploration and Use of Outer Space of the Legal Subcommittee of the UN COPUOS, her active contributions to Colloquia organised by International Institute of Space Law over the years and her notable role in the elaboration and adoption of the Austrian Outer Space Act.
 

Distinguished Service Award
Sa’id Mosteshar (London Institute of Space Policy and Law)

In recognition of his outstanding and dedicated services to the International Institute of Space Law and to the international legal community, his significant contributions for over three decades to the fields of telecommunications and outer space law across the transatlantic space community and beyond, his academic leadership as Director of the London Institute of Space Policy and Law, and his long‐standing role to support his national delegation to the United Nations Committee on Peaceful Uses of Outer Space.
 

Award of Appreciation
Yvon Henri/Atila Matas (ITU, Geneva) 

In recognition of their longstanding and dedicated contributions to the international space and telecommunications community and for their notable role in the Radiocommunication Bureau of the International Telecommunication Union (ITU) in effectively managing the procedures for registration of all space system frequency assignments and also providing assistance and support to administrations, operators and frequency assignment customers on all issues related to space service frequency management.

In recognition of its nurturing an exemplary spirit of international cooperation in promoting the capacity for space law among the young generation in the Asia Pacific Region, its longstanding support to the organisation of the Manfred Lachs Space Law Moot Court Competition by organising the Indian funding round of the Competition for over a decade and supporting its winning team to participate in the Regional Round, and for its valuable  contributions in organising  the 2016 Asia Pacific Regional Round in collaboration with the National Law School of India University, Bangalore, India.

25th Manfred Lachs Space Law
Moot Court World Finals in
Guadalajara, Mexico

 
The 25th Manfred Lachs Space Law Moot Court Finals were held on Thursday, September 29, 2016 in Guadalajara, Mexico, following two semi-final matches held simultaneously on Tuesday, September 27, 2016. Session one of the semi-finals was between McGill University (Canada) and Obafemi Awolowo University (Nigeria) and was judged by Prof. Yun Zhao, President of Panel, Prof. Dr. Lesley Jane Smith, and Prof. Sergio Marchisio. Session two of the semi-finals was between National and Kapodistrian University of Athens (Greece) and Curtin University (Australia) and was judged by Dr. Milton (Skip) Smith, President of Panel, Dr. Ulrike Bohlman, and Mr. Dennis Burnett.

Session one of the semi-finals was won by Obafemi Awolowo University of Nigeria and session two was won by the National and Kapodistrian University of Athens. These teams progressed to the World Finals at the Paraninfo Enrique Diaz de León, University of Guadalajara, to argue the case of Banche v. Rastalia, authored by Prof. Zhao Yun, before Her Excellency Judge Xue Hanqin, His Excellency Judge Peter Tomka, and His Excellency Judge Kirill Gevorgian of the International Court of Justice.

After an impressive round of oral pleadings between the two finalists, the judges declared the National and Kapodistrian University of Athens, Greece victors of the World Final of the Manfred Lachs Space Law Moot Court Competition and winner of the Lee Love Award for Best Team. The judges also awarded the Sterns and Tennen Award for Best Oralist to Ms. Filareti Filaretou-Kouimtzi, from the National and Kapodistrian University.

Team members of the winning team, and winner of the European regional competition, from the National and Kapodistrian University of Athens, Greece, were Ms. Georgia-Eleni Exarchou, Ms. Filareti Filaretou-Kouimtzi and Ms. Sofia Stellatou and their Faculty Advisor Georgios Kyriakopoulos and Assistant Faculty Advisor Georgia-Maria Kalogirou.

Curtin University of Perth, Australia, the semi-finalist team that won the Asia-Pacific regional competition, was represented by students Ms. Rachel O’Meara, Ms. Jocelyn Watts and Mr. Ricardo Napper, and their Faculty Advisor, Prof. Dr. Vernon Nase.

McGill Institute of Air and Space Law of Montreal, Canada, the semi-finalist team that won the North American regional competition, was represented by students Mr. Ted Newsome, Mr. Aram Kerkonian, and Mr. Julius Dunton, and their Faculty Advisor Prof. Dr. Ram Jakhu, and Assistant Faculty Advisor, Ms. Maria Manoli. The McGill Institute of Air and Space Law also won the Eilene M. Galloway Award for Best Memorials.

 
IISL Book Publication
Manfred Lachs Space Law Moot Court Competition - The First 25 Years

The Moot Court Committee of the IISL is pleased to announce the publication of Manfred Lachs Space Law Moot Court Competition -The First 25 Years, by Eleven Publishing. The book includes pictures and details from the first 25 years of the Moot Court, including the problems from each year. The book is available from Eleven Publishing at https://www.elevenpub.com/law/catalogus/manfred-lachs-space-law-moot-court-competition-1.

For the time being, the IISL Secretariat has a few copies available (first come, first served) for a reduced price of €30, payable via the donation button at the iisl website (with a separate email to the secretary and the treasurer).
Tanja Masson-Zwaan Elected President Emeritus of the IISL



On October 1 in Guadalajara, Mexico, outgoing IISL President Tanja Masson-Zwaan was unanimously elected by the IISL General Assembly as President Emeritus, the highest distinction the Institute can award. 
 
Annual Highlight Paper Writing Competition

The IISL is pleased to announce the second year
of the IISL Annual Highlight Paper competition


All practitioners and non-student academics with a minimum of five years of space law experience are eligible. The purpose of the competition is to promote and publish excellent scholarship through a blind, peer-review process.

  • Topic: The Outer Space Treaty 1967 - 2017
  • Submissions Due: 1 March 2017
  • Review Period Ends: 1 September 2017
  • Recipient Announced: 27 September 2017 (IISL General Assembly)

The reviewers will be IISL Publications Committee Co-Chairs Dr. Marietta Benkö, Prof. Joanne Irene Gabrynowicz, and Directorate of Studies Member Dr. Steven Freeland.

45th Anniversary of the Intersputnik
International Organization of Space Communications
 
IISL Board Member Elina Morozova informs us that Intersputnik was established in 1971 by nine countries of the socialist bloc on the initiative of the USSR. It is an international intergovernmental organization, which currently unites 26 sovereign states from virtually all parts of the world. On November 15, 2016 the Intersputnik International Organization of Space Communications (Intersputnik) will celebrate its 45th anniversary. To this event there will be timed a joint session of the governing bodies – the Board and the Operations Committee – which will be held in Moscow. 

Intersputnik is an active international actor with the status of a permanent representative at the UN Outer Space Committee, it is a member of the ITU Radiocommunication Sector and a several other nongovernmental organizations in the field of satellite telecommunications. Intersputnik joined the IAF in 2015.
