The Hawaiʻi Invasive Species Council invites FY22 proposals for interagency projects that address critical issues in invasive species prevention, control, outreach, and research in Hawaiʻi.
Due to the impacts of COVID-19, the amount available for interagency project funds addressed by this Call for Proposals could be significantly less than the originally anticipated amount. Typically the final amount of available funding is known by mid-July with the release of budget execution policies by the Department of Budget and Finance.
We encourage applicants to apply for the amount they would typically require from HISC as part of their project support, without regard to this year’s potential reduction in HISC funding due to COVID-19. When a final amount of available funding is known this information will be shared with applicants and will be part of the open discussions of the Resources Working Group in developing a budget recommendation to the Council.

HISC funds are provided to the Council by the Legislature to support interagency collaborations that:
- fill gaps between agency mandates and existing programs, or
- advance our collective knowledge and tools through research and innovations.
This year's Call for Proposals is focused on 5 priority areas based on the HISC & CGAPS 2025 Joint Strategy
in support of Hawaii Interagency Biosecurity Plan
. Proposed projects will need to demonstrate their relationship to funding priorities. The Call for Proposals includes suggested project examples related to these priorities, though applicants may propose any project for potential funding.
Applications must be completed online and submitted by 5:00 pm on June 7th.
