Caerphilly Private Landlord Forum - did you miss it?  Read our latest "Newsletter"
The Chairman opened the forum and welcomed everyone and thanked them for their continued support.  

Greg informed the forum that there was a change to the evening's agenda and that Kevin Morgan from Gwent Police had unavoidably had to cancel and that the concept of "Tenant Passport" will be re-scheduled to a later forum.

IAN BURGESS - Environmental Health Officer

Ian was our first speaker of the evening.  Ian introduced himself and proceeded to give an informative presentation on the Housing Health and Safety Rating System.  His presentation contained several examples of damp and mould and  condensation.  He talked about possible causes and how tenants and landlords could resolve the problems and educate tenants on how to avoid or minimise condensation in their homes.

Ian explained the types of notices that could be served on landlords under the HHSRS system.  On receipt of a tenant complaint an EHO will always write to the landlord as a matter of course to inform them that they intend to visit the property.  Ian stressed that he and his team are always happy to work with landlords to wherever possible  negate the need to serve a notice.  Ian confirmed that himself or one of his colleagues would be happy to call to a landlords property if they have any particular concerns to offer advice and guidance.



Donna Elliott closed the meeting stating that out of the 30 landlords in attendance on the evening only 3 were not accredited!

Information of future courses were available for those landlords considering accreditation.

Landlords and Agents were encouraged to let Donna assist with applying for a Discretionary Housing Payment for any tenant they have who is claiming Local Housing Allowance but who may be struggling to find their "Top Up" part of their rent!  Their tenant may be entitled to full rent being paid for a period of up to 26 weeks!



Nick Gude - Revenue Protection Officer from British Gas was our second speaker of the evening.

Nick has attended our landlord forums previously and has always given a factual, interesting, eye-opening presentation on meter tampering.  His presentation on the night was no exception!

Three actual meters were used for his demonstration which allowed landlords and agents to see exactly what a tampered meter looks like.  Nick explained how each meter had been tampered with and gave examples and relayed stories of individual scenarios he had come accross during his career with British Gas.  He informed attendees of the forum of what to look for to ascertain if a meter had been tampered with.

Nick advised landlord to take before and after photographs of the meters in their properties.  This could act as proof if they have been tampered with.  Landlords should also contact their supplier when a new tenant takes over a property - via email, phone anything that will prove that you have suitably notified the supplier of who is residing in the property.  If the bill is in the landlords name he will be charged.

Nick offered to come out to any landlord who thinks that the meter in their property has been tampered with!
