WIFIA financing for Bull Run Treatment Projects will save ratepayers millions

Great news for ratepayers! Earlier this month, the Portland Water Bureau announced that we secured a Water Infrastructure Finance and Innovation Act (WIFIA) loan from the U.S. Environmental Protection Agency for the Bull Run Treatment Projects. The loan saves Portland at least $247 million in repayment costs over the loan term and will help us finance necessary improvements to our water system. That includes improved corrosion control, a new filtration facility, and related pipelines.

Governor Kate Brown, Senator Jeff Merkley, EPA’s Acting Assistant Administrator for Water Radhika Fox, Portland Mayor Ted Wheeler, Portland Water Commissioner Mingus Mapps, and former Portland Water Commissioner Amanda Fritz were all on hand for a virtual event to commemorate the announcement.

OMSI Science Pub: The science of clean and safe drinking water

We don’t often think about the water from our tap. Where does it come from? And how is it treated to make it healthy and safe?

We're teaming up with the Oregon Museum of Science and Industry to host a Science Pub event: The Science of Clean and Safe Drinking Water.

Crews kick into full gear on construction activities for Improved Corrosion Control Treatment 

As we move into spring, crews are making steady progress on the Improved Corrosion Control Treatment project. The treatment facilities will help make Portland’s water less corrosive to lead and other metals found in some home and building plumbing by April 2022.

Crews are getting the building support systems—piping, electrical, and utility water—in place at our Lusted Hill facility. Crews are also working on the concrete foundation for the silo where the new treatment will be stored.

Drilling to prepare for design continues

Crews continue drilling to gather information on soil conditions along the pipeline routes. This field work will continue through mid-April and will be limited to 8 a.m. to 4:30 p.m. Monday to Friday. Facility drilling is anticipated to begin April 5, 2021. 

Estimated locations and dates for drilling activity are available for the week of March 29, 2021 at portland.gov/filtration_activity.  This information is updated daily. On Fridays, we add expected drilling for the next week.

Site Advisory Group: Good Neighbor Agreement
During our next meeting, we’ll discuss updates to draft language for the Good Neighbor Agreement. The meeting will be held virtually using Zoom.

To comply with federal Safe Drinking Water Act regulations, the Portland Water Bureau is building a water filtration facility, new pipelines, and an improved corrosion control treatment facility. The Bull Run Treatment Projects will provide consistent, high-quality drinking water that meets today’s water quality standards, help address aging infrastructure concerns and future risks and regulations, and improve system resilience to help keep our water safe and abundant for generations to come.
