Cheers to the New Year! The last year was a busy time for the Bull Run Filtration Projects team and a lot of great work is underway following City Council decisions last year. While 2019 dove deep into early project planning and outreach, 2020 will begin the design of the new filtration facility and pipe routes. Here are a few of the top things to know about the project as we ring in a new year:

1.  We’ll continue to work with our federal partners on financing options for the project by applying for a WIFIA loan. 

We were notified late in 2019 that because of the work we’ve accomplished so far, we were chosen to submit an application for a low interest loan from the Environmental Protection Agency (EPA) through the Water Infrastructure Financing and Innovation Act (WIFIA). If chosen, this loan will help minimize future rate impacts.

2.  Community input is guiding our work. Join us!
The Site Advisory Group consists of community members in east Multnomah County who live near the filtration site and interested stakeholders who meet monthly to draft a Good Neighbor Agreement. The group guides and informs the project and provides standing opportunities for public feedback. Catch up on past meetings or join us this year. 

Next month, the Portland Water Bureau is hosting an opportunity to tour the Joint Water Commission Water Treatment Plant with Site Advisors on Feb. 13. Attendees will see the equipment and processes at work at a drinking water filtration facility.

3.  We’re breaking ground on the Improved Corrosion Control Treatment facility. 

In February, we’ll begin site preparation work for the facility at our existing Lusted Hill facilities in east Multnomah County. Construction of the Improved Corrosion Control Treatment facility is expected to start by August. The project will adjust the pH and alkalinity of the Bull Run water supply to further reduce the potential for home plumbing to contribute to lead in water by 2022.



4.  Filtration: On to the next phase! 
We’re moving from the planning phase to the design phase of the Bull Run Filtration project. City Council approved a design contract in November. This month we are kicking off design work for the facility. This summer, the process will begin to award a contract to specialists who will help design the pipes connecting the new filtration facility to the water system.



5.  While the Bull Run Filtration Projects are the umbrella for everything underway, planning for the pipes that move the water is also making progress. 
Past Water Bureau engineers had the planning foresight decades ago to work with landowners to purchase easements for potential future pipeline connections. We’ll be looking at the best routes while considering a range of criteria including community impact, the environment, and cost. As this planning work develops, and once the best route option emerges we will continue to inform the community and individual property owners to seek feedback.
