Staying safe while continuing essential work

Despite these challenging times, Bull Run Treatment Projects remain on track. Many of our team members are staying home to save lives, working remotely on design of the new filtration facility and planning for pipelines. Staff who must venture out into the world, like our field investigators, have been following health and workplace safety guidance, including physical distancing. 
 



We’ve applied for low-cost federal financing that will benefit ratepayers

We submitted an application for low-cost federal financing to build these necessary improvements to our water system. Earlier this month City Council authorized the issuance of revenue bonds to utilize Water Infrastructure Finance and Innovation Act (WIFIA) program financing so we’ll be able to lock in significant savings for our ratepayers.

Step by step, we’re getting closer to improving our corrosion control treatment

Construction of the Improved Corrosion Control Treatment Project at our existing Lusted Hill facility is scheduled to begin this summer. By April 2022, this new facility will adjust the pH and alkalinity of water, making the water less corrosive to lead in home plumbing. (We don’t have lead pipes!) Crews are working to prepare the site, including tree removal prior to migratory bird nesting season. This week, City Council authorized the Water Bureau to expand property rights to accommodate the construction, facility access, and future maintenance of the project.
 
 

Filtration moving forward from planning to design

In March, we shared the Draft Filtration Facility Overview. The report details planning and engineering analysis completed in 2019 to guide design of the filtration facility and to identify the best treatment options for Bull Run water.


Working with Site Advisors to inform design

We can’t meet in person, but the community conversation continues. The Site Advisory Group continues to shape our Good Neighbor Agreement through email engagement, surveys, and teleconferences. Project updates are shared regularly through this newsletter and on the project website.

To comply with federal Safe Drinking Water Act regulations, the Portland Water Bureau (PWB) is building a water filtration facility, new pipelines, and an improved corrosion control treatment facility. The Bull Run Treatment Projects will provide consistent, high-quality drinking water that meets today’s water quality standards, help address aging infrastructure concerns and future risks and regulations, and improve system resilience to help keep our water safe and abundant for generations to come.
