Using science to shape the future of Bull Run water

He doesn’t wear a bow tie, but Water Quality Engineer Mac Gifford gets as excited as Bill Nye the Science Guy when he talks about our pilot filtration project. Join Mac for a tour of the pilot. SCIENCE IS FUN!

Filtration project turning data into design

On April 16, we wrapped up six weeks of field investigations along the pipeline routes to gather more detailed information about soil conditions. We’re using this information to design the new seismically resilient pipelines that will carry water to and from the filtration facility.

We’re also working to select a Construction Manager/General Contractor (CM/GC) for the new pipelines. Once selected, they will guide how and when we build to minimize disruption to the community.

Corrosion control treatment getting more concrete

Crews completed the concrete foundation for the silos where new treatment will be stored for the Improved Corrosion Control Treatment Project. In addition, crews are erecting the steel-framed chemical building and continuing progress on the underground utility water pump station.

When the project is complete next year, the improved treatment will further adjust the chemistry of our water to make it less corrosive to lead and other metals that can be found in some home and building plumbing.
Catch up on construction updates

Noise impacts near filtration facility site:

To prepare for design of the new filtration facility, workers will be drilling at the filtration facility site at Carpenter Lane. This work will gather information about soil conditions and is expected to be completed by mid-May. Estimated locations and dates for drilling activity are available for the week of May 3, 2021 at

Traffic impacts near Lusted Hill facility:

At the Lusted Hill facility, on the corner of Cottrell and Lusted Roads, silos will be delivered for the Improved Corrosion Control Treatment Project. The 50’ tall structures are scheduled for delivery Wednesday, May 12 and Thursday, May 13, 2021. Silos will arrive fully assembled on large specialized truck and trailer rigs and may cause traffic delays along Cottrell as the silos are maneuvered onto the Water Bureau property. Flaggers will direct traffic during this time. More details about this construction activity will be updated at

Bull Run Filtration Site Advisory Group Update

We’d like your feedback on draft language we’re considering for the Good Neighbor Agreement. The agreement will document the Water Bureau’s commitments to filtration facility neighbors and is intended to reflect community preferences and feedback on communications, design, stormwater management, and safety.

About the Bull Run Treatment Projects

To comply with federal Safe Drinking Water Act regulations, the Portland Water Bureau is building a water filtration facility, new pipelines, and an improved corrosion control treatment facility. The Bull Run Treatment Projects will provide consistent, high-quality drinking water that meets today’s water quality standards, help address aging infrastructure concerns and future risks and regulations, and improve system resilience to help keep our water safe and abundant for generations to come.
