LAW ENFORCEMENT AND immigration officials in the U.S. maintain that transnational gangs like Mara Salvatrucha and 18th Street are serious threats to American communities. Spawned in 1980s Los Angeles, the gangs, largely made up of Central American immigrants, were rounded up and deported in droves by American law enforcement in the 1990s. The gang databases now used by immigration officials and state law enforcement grew out of California’s effort in the 1990s to digitize police reports, field identification cards, and other evidence noting gang involvement..(Full Article)

North Carolina - Durham Officials Hope to Replicate a Raleigh Gang Truce

Police Chief Cerelyn "C.J." Davis made her way to the front of a quiet meeting room inside the Criminal Justice Resource Center on East Main Street. "I want to congratulate each of you on the work that you're doing, because it's a difficult task to find a balance of saving young people and putting young people in jail. We don't want to put young people in jail; we want to save our young people," she told the crowd of almost forty, most of whom, like Davis, were members of the Durham Gang Reduction Strategy Steering Committee. The committee meets every month; its most recent meeting, on August 10, it heard from organizers of a gang truce in Raleigh..(Full Article)

White cops and correction officers are being targeted for death by a black prison gang in what’s being called “Black August,” according to a chilling security bulletin obtained by The Post. The bulletin was issued by the FBI’s National Gang intelligence Center, and the warnings were passed on to city Correction officials on Aug. 5. “The warning involves an increased risk for violence during ‘Black August,’” say a sternly worded internal memo issued to commanding officers at city jails. Two days after the warning, a city correction officer at Rikers was beaten up and slashed by an inmate, who also pummeled a second guard. That attack was not related to the Black August threat, a Correction Department spokeswoman told The Post..(Full Article)

Three drive-by shootings — which occurred in a span of less than 14 hours on Sunday — are being investigated by the Ottawa police guns and gangs unit. The first happened at about 3:30 a.m. in the Overbrook neighbourhood. A 25-year-old man sitting in the passenger seat of a car had been shot, leaving him with serious injuries, Ottawa police said in a media release. He was found on Presland Road, near Whitton Place, not far from the Vanier Parkway and Coventry Road. The man was taken to hospital for treatment and was later released, police said..(Full Article)

Honduras - How the most dangerous place on earth got safer
San Pedro Sula, Honduras — Three years ago, Honduras had the highest homicide rate in the world. The city of San Pedro Sula had the highest homicide rate in the country. And the Rivera Hernández neighborhood, where 194 people were killed or hacked to death in 2013, had the highest homicide rate in the city. Tens of thousands of young Hondurans traveled to the United States to plead for asylum from the drug gangs’ violence. Until recently, parents didn’t let their children outside in Rivera Hernández, for fear of the six gangs that controlled the sprawling neighborhood of 150,000. The gangs enforced a 6 p.m. curfew. Bodies littered the dirt streets in the morning. The 18th Street Gang set up a checkpoint, and every entering driver was asked: Where are you from? Where are you going? Anyone with wrong answers was shot on the spot. I heard from multiple sources — including in the State Department and the Honduran police — about gangsters playing soccer with the decapitated head of someone they had executed...(Full Article)
