Action Alert: Safe Harbor Funding
Dear Coalition Members,
 
Last week the Governor released his Executive Budget without any allocation for Safe Harbor Funds. As we continue to advocate for the full $20.2 million needed to fund services for runaway and homeless youth and sexually exploited youth, Amy Paulin has asked us to help her effort to build support within the Assembly for a $10 million allocation under Safe Harbor.

We urgently need NYSATC members to call every democratic Assembly member and ask them to sign on to Assemblywoman Paulin’s letter.

Script: Safe Harbor Funding
SCRIPT:
  1. Hello, my name is ______ and I’m calling from ___organization____.  I’m interested in speaking with a legislative aide about human trafficking.
 
  1. First, I’d like to thank Assembly Member _______ for his/her passing A.8071, which Governor Cuomo signed on January 10th, ensuring that all sex trafficked children receive services instead of a criminal record. We are grateful for the Assembly’s continued leadership fighting for more services for these vulnerable children.
 
  1. I am calling to ask Assembly Member _______ to sign Assemblywoman Amy Paulin’s letter requesting funding for services for sexually exploited youth under the Safe Harbor Act.
 
  1.  In New York there are thousands of children commercially sexually exploited every year, yet we have less than 50 beds available to help them. With our new law allowing the Court to refer these children to services, we need the New York Assembly to again take leadership and help fund these critical programs.

FACTS AND NOTES:
  • The unfunded mandate for Safe Harbor services was first passed in 2008.
  • In 2012 the legislature provided $1.5million, in 2013 the legislature allocated $1.65 million.
  • Assembly Woman Paulin’s letter is asking for $10million under Safe Harbor.
  • Additionally, we are requesting $6.3 million for Runaway and Homeless Youth – as we have learned there is a close relationship between homelessness and sexual exploitation.
  • The bill extending the Safe Harbor Act to 16- and 17- year olds that was passed on January 10th is Bill A8071A-2013.
